In 2023, Governor Hochul of New York, signed legislation S.7424/A.366A, which mandates that youth camp and sports programs create AED (Automated External Defibrillator) Implementation Plans. This law took effect immediately and applies to the 2025 sport seasons.
Essentially, this legislation requires each youth camp and sports program to develop an AED plan. The plan is required to include information about AED accessibility, certified adults on-site, policies and procedures, record keeping, and notifications. Please keep reading for more specific information.
Plan Development
Each youth program is required to develop and submit an Automated External Defibrillator (AED) Implementation Plan to the New York State Department of Health.
AED Accessibility
The AED Plan must detail how an AED will be accessible at every camp, game, or practice.
Certified on-site adults
Youth camps and sports programs are required to have at least one qualified adult (one employee, volunteer, coach, umpire, or other qualified adult) available on-site during each camp, game, or practice. Qualified adults are those who have been certified within the past 24 months through a nationally recognized training course approved by the emergency medical services council in the operation of an AED. However, it is recommended multiple adults receive certification and that they renew or review training annually to ensure compliance with requirements.
Per the NYS Bureau of Emergency Medical Services, current approved courses include those provided by:
(BEMS Policy Statement 09-03, 2024)
Policies and Procedures
The legislation requires a written action plan, which must include policies and procedures such as:
Record Keeping
Local Notifications
Prior to the operation of a public use AED (provisions outside of an article 28 hospital setting), a Collaborative agreement for the use of the AED should be filed with the designated Regional Emergency Medical Services Council (REMSCO) (A Notice Of Intent (NOI) to Provide Public Access Defibrillation (PAD) form and Regional EMS council information are available here).
Legislative Justification
According to the American Heart Association, CPR and AED use lessens fatalities resulting from cardiac arrest. There are over 356,000 out-of-hospital cardiac arrests occurring each year in the U.S.
In 2019, only 12.7% of these cardiac arrests were witnessed by emergency medical personnel, while bystanders observed 38,300 cases.
AEDs are portable devices designed for use by non-medical individuals and provide step-by-step guidance during cardiac emergencies.
The nonprofit, Saving Active Hearts, emphasizes the risks of sudden cardiac arrest in children under 18, with over 7,000 annual cases and 39% of which linked to sports.
The goal of this legislation is to make AEDs more accessible to ensure access for children under 18 who experience sudden cardiac arrest.

Automated External Defibrillator (AED)
AED training is integrated into BLS CPR and Heartsaver CPR. It can be integrated into the Heartsaver First Aid course as well, ensuring individuals are equipped to use an AED in an emergency. If your team/camp/group has access to an AED, please provide the make and model prior to your scheduled training. This helps ensure the training experience is tailored to the specific equipment you use.
Founded in March 2025, Safety Team Solutions was created by Meg, a seasoned CPR and First Aid instructor with over 15 years of experience. Meg began teaching American Heart Association’s BLS CPR, Heartsaver CPR, and Heartsaver First Aid in 2009. Initially certified through Highland Hospital’s Education and Training Department, Meg taught throughout the community for three years under their training center.
In 2012, Meg transitioned to a position with a NYS state agency training center, which required trainers to exclusively teach for their agency. After many years of teaching in various settings, Meg’s passion for educating others and her desire to make life-saving skills more accessible led her to start Safety Team Solutions in 2025.
Inspired by her volunteer work with a local youth sports organization, Meg recognized the challenges faced in accessing affordable, quality CPR and First Aid training—especially with the increasing state safety regulations in sports and other community activities. Safety Team Solutions was born out of a mission to bridge this gap, making training accessible, affordable, and effective for all who need or want to learn.
My father was a Health and Environmental Safety Specialist and taught emergency response procedures locally for Kodak and at Monroe Community College. He was also a volunteer Paramedic and Fireman throughout my childhood. He instilled a desire in me to know what to do in the case of an emergency.
I remember when I was 10 years old, I was so excited to be able to take the Red Cross Babysitter's course once I turned 11. A few years later, I became a Junior Lifeguard and then a Lifeguard.
I have always wanted to share the priceless knowledge of CPR and First Aid with others. When presented a chance to become a CPR and First Aid instructor in 2009, I was excited for the opportunity.
Fast forward to 2025, I have taught CPR and First Aid to more people than I can count and my passion for sharing this knowledge has not faded.
Pictured, is one of my children as an infant who had crawled over to try out doing chest compressions after watching me teach compressions to a few family members.
